I noticed the e-mail usage within our hosting package increase rapidly because of "retry"
As far as I can see the email addresses are all coming from Chronoforms
Any ideas???
An email in the spool will have a path value of "retry" for each attempt

Nothing in ChronoForms retries an email message. It's possible that something in the Joomla! mailer code does (though I haven't see it if there is). More likely the Mail server does that.

I quess you are right, but I have a small question though:
If in an email I have the "dynamic to" filled out, do I also have to fill in the static part "To" (Is this than still required?)
