user registration form : validation by admin

hi,

I made a user registration form with CFV4. I setted "allow user registration" to off. I added a link in the user registration event and a verify event. everything is of for the user when registring, receiving the confirmation email and validating.
But I have also put "account validation by admin" in Joomla. Then the administrator receives a mail with the following link:
http://mydomain.com/index.php?option=com_users&task=registration.activate&token=XXXX

clicking on the link gives a 403 error.

any idea ? does administrator validation work when allow user registration is set to off?
