This shouldn't happen and the J1.5 installer package has been checked and it does work - usually!
Please check that you have the 1.5 installer (and not the Joomla 1.0.x version, the upgrade package or the mambot - any of which could give this message).
If it still fails try uploading the installer package to a folder on your server, unzipping it before or after and then do an install from folder.
