Can I attach a file to an email response?

I want a form submission to generate two emails, one to me and a response to the submitter. That's the easy part... but can I attach a file to the email that goes to the person who submitted the form? If so, how?

You'll find the code for attaching files to emails in the forums here several times. To have the file attach to one email but not the other disable attachments on one of them.
