I am using Joomla 1.5.20 and Chronoforms 3.1RC5.5, when I go to set up the emails, I try to drag and drop the different elements into the red box but nothing happens. I have used Chronoforms many times before so I am very familiar on how to set it up, this is the first time this problem has happened to me though.
Any ideas what may possibly be causing this error?

Sounds like a JavaScript problem. Have you enabled the MooTools upgrade plugin in 1.5.20? If so that will stop ChronoForms working correctly?

Yes, that's it! thank you. I think that little plugin has been causing a lot of problems and errors for me throughout the site.

I have the same problem using any browser. I'm using Mootools Upgrade, but there is no way for me to work no drag and drop. Neither the email settings, or by a form.
In addition, my web server rejects me four files via ftp because it believes that they can carry viruses.
The files are:
mysitejoomla / components / com_chronoconnectivity / chronoconnectivity.html.php
mysitejoomla / components / com_chronocontact / chronocontact.html.php
mysitejoomla / components / com_chronocontact / plugins / cf_Autorize-dotnet.php
mysitejoomla / components / com_chronocontact / plugins / cf_paypal_api.php
Are these files essential to (the component) work properly?

The current version of ChronoForms will not work with MooTools 1.2
It is unlikely that the back-end code (the Wizard in particular) will be modified for MooTools 1.2; the front-end code probably can be modified. I've had selected parts of it running OK.
There is a hack for the Upgrade Plugin posted here which will limit the upgrade to the front-end leaving MooTools 1.1.2 in the back-end if you want to go that route.
There are no viruses in any of the files unless the package you downloaded has been corrupted. It looks as though you have a wildly paranoid web-server. You can skip the two plugin files if you like but the others are required.
