We are encountering the scenario that the initial payment goes through fine but upon being re-billed the next month the transaction is declined due to whatever reason.
What can I do to get nBill to disable the Joomla account until they've been properly caught up on their payment?

The jos_users table has a block field. I'm not sure about this, but you might be able to block their login by setting the value to 1.
