If I setup an email with both 'To' & 'Dynamic To' (plus Subject, From & From Email) then I can set the Email to 'Enabled' but it doesn't save as enabled.
If I remove one of the To fields then enable and save all is OK and I can then re-add the second To field.

I can't generate this here, are you sure you entered some data at the 5 fields the first time ?

maybe, because when you leave any of them empty its simply not loaded because its not saved!😉
