Hi jighovigh,
It's almost impossible to say without seeing the sites. The two most likely causes are (a) Validation isn't turned on in the Validation tab and (b) there is a JavScript conflict with somehting else on the page - especially if you have a theme or module that loads the JQuery or Proptotype JavaScript libraries.
Bob.

Now I uploaded the form to http://www.iae2009.org/index.php?option=com_chronocontact&Itemid=11&lang=fa
would you please visit this page and tell me what kind of conflict might happened?!

Hi jighovigh,
The MooTools JavaScript library isn't being loaded on the page. ChronoForms should do this if Validation or File Upload or ImageVerification are set to On (and very often Joomla loads in anyhow).
I don't know if something is missing in your template - the <head> section looks very empty, or with the Joomla installation.
Please test by switching to one of the default Joomla templates and see if the validation then works OK.
