DOCman utf-8 problem; function delete

Hi!
1. by DOCman's Backend and in the Frontend in the Page 'Details' (documents) there are the german 'Umlaute' not shown, there is only '?' .
how can I unfix this problem?
@charset "utf-8"; ?

2. documents they only shown for User who are logIn on the page. is in the header by the side to 'home' and 'search' is a new link 'adjust a new document' show.
I don't want this function. Where can I fade out this alternative?

Hi, I found the solution 😀
1. "utf-8" problem
...upload a new german language-file and I was fine.

I don't want this function. Where can I fade out this alternative?
by edit themes in the backend from DOCman are checkboxes to activate or deactivate.
