Repeater within Repeater

I need to assign persons to locations. Therfore I setup a repeater-area for the address and within this first repeater a secondary repeater for the name(s) of the person. When I add person to a second repeater in all other primary repeaters (location) a person is added too. Thats annoying. A bug?

I have Area repeater Questions and within area repeater Answers

BUT when add new Answer the repeater area repeat new line for all questions..

I'm sorry, I didn't find a solution. I changed my concept, so that there was no need for a repeater within a repeater.
