How do I lock some topic controls?

Hi
I want to prevent members unlocking topics and replies. How do I do that? On this forum , several controls are disabled - edit, lock, publish and delet for example. How do I apply that to selected forums and topics??

I thought that I had answered that myself. You can change which of the controls are available using the 'global' permissions setting on the ChronoForums component, But I can't find how to enable/re-enable the LOCK control. Can someone point me to that please?
