e-mail lists of 3 or more (?)

I have a puzzling behavior that I haven't seen mentioned in forums. Sending an e-mail from a form, if I have 2 recipients (to:) things work fine, but when I add a 3rd only the 3rd e-mail is delivered. In the debug info, the array of e-mails looks correct and the e-mail says it was sent.
At first I thought it had to do with use of {data:e-mail} building of recipient list, so I tried a bunch of moving things to cc/bcc etc. But then I backed up and just hard coded 3 e-mail addresses into the 'to' field and only the 3rd came thru. I haven't tried > 3 yet, because this testing is getting wearisome.

As follow-up, I couldn't spend any more time trying to figure out what was wrong, and since my form is only sending to 3 e-mail addresses, I just set up 3 duplicate e-mail events going to the 3 addresses. I know there's a lot of moving parts in getting mail out via Joomla, php so it may well not be Chronoforms at all. (I rather suspect it isn't.)
